Of the 22 suspects, 11 were subjected to a precautionary custody order in prison, 6 under house arrest and 5 subjected to a ban on staying in the municipality of Rome with the obligation of presentation to the judicial police. They are held responsible, for various reasons, for association aimed at the illicit trafficking of narcotic substances, possession and trafficking of narcotic substances, corruption for acts contrary to official duties, disclosure and use of office secrets, unauthorized access to the computer system o telematics, illegal possession and carrying in public of weapons and ammunition, aggravated theft.

The investigation, conventionally called “CLEOPATRA” (sovereign of Ancient Egypt, place of origin of most of the associates, including the top of the group), drawing inspiration from the results of previous judicial police activities, was launched in February 2018 and conducted promptly and jointly by the Police and Carabinieri, under the direction and coordination of the Rome Public Prosecutor’s Office, District Anti-Mafia Directorate, and involved a complex criminal organization consisting mainly of individuals of North African (in particular Egyptian) and Italian origin at the top of which was an Egyptian citizen. The organization operated in particular in the cocaine dealing sector near the entrance to the Flaminio Cemetery, at the flower stand n. 14, with peaks of 400 daily outlets, used by the suspects as one of the logistical bases for the activity of the criminal group.

The operating methods of the drug dealers were well tested: the “customers”, in fact, mostly by car and without even getting off the vehicles, approached subjects who apparently dealt with the sale of flowers, paid what was due and received the quantity of drugs request. The pushers took drugs from flower pots, from the flowerbed adjacent to the sales counter or from the bush adjacent to the Via Flaminia, at the flower stand. In the evening and at night, consumers were accompanied to the roundabout of the “Montebello” railway station where, beyond a metal mesh and camouflaged by dense vegetation, there were other pushers on duty who delivered the drug directly to the buyer, this time forced to get out of his vehicle. To facilitate the sale of drugs, two small cars were even used to accompany the “customers” near the dealer on duty.

Subsequently, this operating mode, also due to the interventions of the Police Forces that followed one another over time, had been perfected using always the flower stand n. 14 as a logistical base, but moving the sales activity to via Flaminia and the alley, as well as to a butcher’s bar.

The profits from the sale, according to what was reconstructed by the investigators, could even reach peaks of 20 thousand euros a day, considering the peaks of the weekend.

The association also made use of three members of the Police Forces who would have provided confidential information in order to ensure the continuation of the sales activities and to allow the criminal group to evade investigations or the intervention of the Police Forces.

The investigation was conducted using telephone and environmental wiretapping, combined with intense monitoring and remote observation, also with the aid of photo-video footage. During the investigation, they were:

– 23 persons in the act of committing a crime were arrested;

– reported 23 people in a state of freedom;

– 80 subjects administratively reported to the Prefecture for personal drug use;

– a total of about 2 kg of cocaine seized.
