ROME – The first attempt at mediation between the Lazio Region and the Capitol by the Ministry of the Environment to ward off a waste crisis in Rome seems to have failed. In the technical meeting this morning convened by the head of the Circular Economy department, Laura D’Aprile, which was attended by the technicians of the Region, Municipality, Metropolitan City of Rome, as well as Arpa Lazio and Ispra, the representatives of Roma Capitale, according to what according to the Dire agency, they reiterated theunavailability of the body to identify areas in its own territory where the landfill and the Tmb are to be built that the city does not have and that they are the cause of the many garbage bags not collected in the streets.

The Capitol allegedly insisted on the absence in its territory of areas suitable for the construction of these plants up to the provocative joke: “We put them in the Colosseum“, Which would have aroused the not exactly smiling reaction of those present. Two messages would have been delivered to the Capitoline technicians: on the head of Italy there are two infringement procedures on the failure to achieve the differentiated collection objectives (65%) by the city (currently according to Ama at 47%), which in addition to fines and increased waste to dispose of, could also lead to a tax damage charged to the managers responsible for the matter; continuing to fill the two active landfills in Lazio (Viterbo and Civitavecchia) with Rome’s waste would lead to collapse of the entire regional waste system within half a year, because the Tuscia disposal plant would run out of volumes in six months and that of Civitavecchia even in a month. To further aggravate the situation there is the hypothesis, circulated during the meeting, for which the landfill of Sogliano Ambiente (in Emilia Romagna) could stop receiving waste from the capital no longer on 30 June but even on 15, thus triggering the red alert of the health emergency in the city in about ten days.

THE MINISTRY GIVES THE DUTIES TO THE PARTIES IN CAUSE
The ministry, for its part, has recalled all the actors in the field to the institutional responsibility, essentially talking to each other, and taking all the necessary actions to avert infringement procedures. In particular, Rome has been called upon to put its utmost commitment on separate collection, achieve the EU recycling targets, implement Ama’s business plan aiming primarily to build the two composting plants authorized by the Region (Cesano and Casal Selce) and avoid focusing only on Tmbs (the Capitol has repeatedly announced that it has allocated 100 million to buy one active in Lazio, in addition to the intention to create another in the industrial area of Santa Palomba), which have obsolete technology and produce waste to be disposed of and incinerated. The Region, on the other hand, will have to provide the dicastery in via Colombo the list of plants currently in operation and those authorized and the map of waste flows, while to the Metropolitan City of Rome it will send the cartography of the new Ptpr in order to verify the existence of white areas available within the capital for the location of the plants that Rome needs, especially now to avoid a new waste emergency.
