The Ministry of Education has sent to the CSPI for its opinion, the decree containing the measures regarding the performance of the probationary year for new hires through the competition provided for pursuant to article 59, paragraph 12 of the decree-law 25 May 2021, n. 73 converted, with modifications, by law 23 July 2021, n. 106.

The provision applies to personnel who will be hired following the completion of the ordinary competition, as a result of the procedures referred to in article 59, paragraph 10 of the decree-law of 25 May 2021, n. 73 converted, with modifications, by law 23 July 2021, n. 106.

The training and test period, as stated in the ministerial decree, serves the purpose of verifying the professional skills of the teacher, observed in the didactic action carried out and in the activities planned and instrumental to it, as well as in the context of the organizational dynamics of the teacher. educational institution.

The teaching staff, hired as a result of the procedures referred to in article 59, paragraph 10 of law decree no. 73 of 2021 converted, with amendments, by law no. 106 of 2021, is required to complete the training and trial period:

a) in the first year of service with an indefinite term assignment;

b) in the event of a request for extension of the training and trial period or if it is impossible to complete it in previous years. In any case, the repetition of the period involves participation in the related training activities, which are to be considered an integral part of the service in the trial year.

In the event of a negative evaluation of the training and trial period, the teaching staff carries out a second non-renewable training and trial period.

Passing the training and trial period is subject to the performance of the service actually provided for at least one hundred and eighty days during the school year, of which at least one hundred and twenty for didactic activities.

The training and trial period is specifically aimed at verifying the possession of professional standards by newly hired teachers with reference to the following criteria:

a. possession and exercise of cultural, disciplinary, IT, linguistic, didactic and methodological skills, with reference to the founding nuclei of knowledge and the goals of competence and the learning objectives provided for by the laws in force;

b. possession and exercise of relational, organizational and managerial skills;

c. possession and exercise of orientation and research, documentation and evaluation skills;

d. compliance with the duties connected with the status of public employee and inherent to the teaching function;

e. participation in training activities and achievement of the objectives set by them.

For the purpose of personalizing training activities, also in light of the first didactic activities carried out, the newly hired teacher draws up an initial assessment of skills, in the form of a structured self-assessment, with the collaboration of the tutor teacher.

During the training period, the newly hired teacher takes care of the preparation of his own professional portfolio, in digital format, which must contain:

a. a space for the description of one’s professional curriculum;

b. the preparation of a balance of skills, at the beginning of the training course;

c. the documentation of significant phases of didactic planning, of the didactic activities carried out, of the verification actions undertaken;

d. the creation of a final balance sheet and the provision of a professional development plan.

During the training and trial period, the training activities have a total duration of 50 hours organized in 4 phases, as follows:

a. preparatory and final restitution meetings;

b. training workshops;

c. “Peer to peer” and observation in class;

d. online training.

The territorial school administration organizes at least one preparatory training meeting with the newly hired teachers, at the territorial level, aimed at illustrating the general modalities of the general training course, the expected professional profile, the innovations taking place in the school and a final meeting, aimed at
carry out an overall evaluation of the training action carried out.

The training activities for teachers in probationary periods are planned at a territorial level taking into account the balance of skills referred to in article 5, paragraph 3 and on the basis of the consequent identification of training needs.

The initiatives are characterized by the adoption of laboratory methodologies (of professional exchange, research-action, re-elaboration and production of didactic sequences) and by the contents strictly related to teaching.
