This is what will be made available to 30 students and 8 researchers fleeing Afghanistan by a call promoted by the Emilia-Romagna region, by ER.GO, the regional company for the right to higher education, together with the six Emilia-Romagna universities. , with allocated resources equal to approximately 320 thousand for the value of the scholarships, in addition to the services made available by ER.GO and by the universities themselves.

The call is part of the protocol approved in recent days by the Regional Council and signed between the Region and all the Universities of Emilia-Romagna: the Universities of Bologna, Modena and Reggio Emilia, Parma, Ferrara, Catholic University of the Sacred Heart of Milan, seat of Piacenza and the Polytechnic of Milan, seat of Piacenza.

“What Afghan students are experiencing is a real humanitarian drama, to which we as a region felt obliged to respond – comments the regional councilor at the University. Paola Salomoni-. This project to welcome university students, which naturally joins the other aid and hospitality initiatives active in Emilia-Romagna, aims to guarantee the right to study and cultural and personal growth to young Afghans who are guests of our territory. A project that provides resources and concrete actions and that involves all our universities, demonstrating how much the idea is shared that the right to education, universal and inclusive, represents the basis of the regional development model of Emilia-Romagna ” .


The memorandum of understanding will be in force for three academic years – then until 2024 – to ensure academic and academic continuity for Afghan students. The Region is committed to providing cash scholarships and personalized services, while for their part the universities must ensure the best possible integration of young Afghans in the academic context of reference. The universities will network resources, skills and specific experiences in the various fields, regardless of the university to which the students belong. Finally, ER.GO is the entity identified to guarantee the operational supervision and management coordination of the planned activities.


The aim of the call is to welcome and accompany students until the end of the university course. Not only by promoting the right to study, but also by eliminating the obstacles that could prevent the full integration of university students. In fact, the scholarships provide for awarded students a cash share of 6,500 euros (15,500 for researchers who have already graduated), accommodation, catering services, exemption from university fees, but also tutoring and mediation activities. and orientation, simplified or assisted bureaucratic procedures, Italian language courses, psychological support. Students will also receive a “welcome kit” which includes dishes, linens up to a personal computer and a bicycle.


The call expires on November 8, 2021, but a possible reopening is expected between December 13, 2021 and January 14, 2022, in the event that not all the available scholarships are awarded with the first deadline. As a priority, but not exclusively, the recipients of the call are those who have submitted the request for a residence permit at the police headquarters of the Emilia-Romagna Region.
