«The electoral campaign? It is the best gift that life could reserve for me ». Enrico Michetti, candidate of the center-right for mayor of Rome in the early afternoon of yesterday arrives, for a forum, in the editorial office of Il Tempo. An all-round, in-depth overview of programs and more. Even on the person, why not. In the dimension in which politics is a story, and in which Enrico Michetti is completely new to the competition (not in the public scene, having kept a column on Radio Radio for years), we also discover the aspects of life applied to this race as well. anomalous given the period and the context. Starting from his not at all bellicose approach to the challenge. To those who ask him about the attacks of his competitors he replies: “I don’t look at what others are doing”. If you really need to talk about people, it is better to talk about the Romans. «For years I have provided my technical-legal consultancy in the Municipalities, but now I am discovering that outside the buildings there is a great humanity, albeit in a very complicated context. The young man who asks for work, the old man who tells you “I’m alone”. I listen, I speak, I meet ». And he concludes, three days after the vote, with the most laconic of judgments: “Rome is a city in full paralysis”. So how to unlock, revitalize, rekindle is the theme of the hour and more that Michetti spends a The weather, with the editorial staff, the director Franco Bechis and the deputy director Francesco Storace. The pivot of his proposal is that of good administration.

It’s your thing, Michetti.

«The administrative machine needs to be put back on track. Efficiency is the key word for putting the public administration back on the line. At the service of citizens and businesses “.

This, however, is linked to a highly topical issue on how administrative work is carried out. The first is smart working. If you were elected, how much would you use it?

“The least possible. I am for the proximity for me the contact with the citizen is fundamental. Remote work must be the exception, not the rule ».

What about the green pass obligation in the workplace? There has been a lot of debate on this.

“The government sets the rules, so I follow those, no ifs and buts.”

All this brings us back to the other very topical issue, the vaccine. What position do you have?

“I got both doses of the vaccine. But if you ask me for an appeal to undergo the serums, I cannot do it simply because I am not an expert, I am not a scientist and therefore I am not talking about things that I do not fully know ».

Let’s go back to the public car. Municipal Chapter. What to do?

“We have 174 regulations. There are layers of rules, rules in contrast, rules that generate litigation. There are also addresses for mobility, for urban hygiene, which therefore also address the activity of subsidiaries. The regulations must be dried, made intuitive. After doing this you need to think about the management body of the company. In relation to the workload, it must have adequate units, which must be formed and updated. But above all, the addresses that the municipal administration must give must be clear. Because the instrumental society lives by reflection of the Municipality ».

Often in this election campaign there has been talk of privatizing the municipal companies.

«They must be left 100% public. But the staff must be re-motivated, with an industrial project. Who has a vision of a local authority, think about this. There is a human capital to be respected, there are families. Either way, or Atac and Ama will end up like Alitalia ».

To overcome the “paralysis of the city” to which you refer, one of the levers is urban planning. What program does it have in this regard?

“We want a city full of construction sites. The Stadio della Roma, for example, must be built immediately. And then the redevelopments have to be done. Currently there is a 2008 urban plan, which is rather rigid, but many things can be done by activating so-called recovery plans in the suburbs. The redevelopment must start from those realities where, unfortunately, there is a shortage of urbanization works, not completed over time. There it will be possible to work well for urban regeneration. The periphery needs many things, from kindergartens to meeting places for young people, libraries, efficient connections. But we can regenerate the periphery if we bring technological innovation, because this creates attractiveness for businesses and therefore work. For this, we will appoint a councilor dedicated to the issue ».

And instead, does it already have a name for the city planning councilor?

“The figure has not been identified, but the profile suitable for the role must have thirty years of experience, know the sector and, above all, know how to play as a team”.

If we talk about suburbs and redevelopment, we automatically think of decay and the issue of safety. The critical issues now concern the whole city. Bivouacs, squatter settlements, free zones. What is the Michetti recipe?

“Zero tolerance. If there is a law it must be respected. If a person arrogates to himself the right to occupy a property without having a title, that person must find shelter elsewhere. And if she has any difficulties, social services will take care of her. It is then necessary to set up an inter-institutional table, with the Prefecture and the Police Headquarters, to be brought together periodically to monitor critical situations, and to map the effectiveness of the initiatives already implemented ».

Another aspect of the deterioration is that relating to waste, perhaps the most debated issue in the electoral campaign. The problems are of collection and disposal.

«Let’s frame the matter: the Municipality has the task of collecting; the Municipality and the metropolitan area have the task of identifying the sites based on the quantity and quality of waste that the city produces. Community directives establish that waste is disposed of in the place where it is produced. The Region has authorized the construction of the plants, in its plan and could replace the Municipality in case of default. But then, if the Municipality does nothing, and the Region ditto, the refusal remains on the road. Today there are seagulls and wild boars, but unfortunately we could have cholera tomorrow. The plants must be built, because without them the waste is neither treated nor disposed of ».

But there is very little time left. The game of sending Rome’s waste elsewhere won’t last long. It seems, for example, that Emilia Romagna has already turned off the taps.

«The thing to do immediately is to create transfer centers, waste storage centers, dividing the load equally between municipalities, identifying non-anthropized areas. The problem of urban hygiene underlines well how the city lives in constant emergency, because nothing is planned. This also applies to ordinary and extraordinary maintenance, especially of the road surface. The hole is the symptom of decay ».

Talking about a program for Rome also means solutions for the city’s vocation. Therefore tourism and culture. What do you have in mind?

«I will keep the delegation to tourism. And I spoke to Minister Garavaglia: we will install the department at the ministry. At the level of initiatives, it is necessary to promote the Roma brand and take a census of everything that is Roman. A case in point: protecting the Roman artichoke, throughout the supply chain, therefore who produces it, who distributes it and who cooks it and who sells it. The citizen who comes from Vancouver must know that if he consumes that product he is immersed in a certain tradition, in a characteristic feature of Rome. Obviously, tourism and culture also means festivals and major events that we are losing and must bring back, but also more infrastructures. For example, I am thinking of the extension of the metro line from Anagnina to Ciampino, from Anagnina. The conformation of the land would benefit this initiative. In this way, we would have the airport in the center of the city ».

The realization of an articulated program does not ignore the powers of the Capital. Even if this depends on a regulatory intervention at the national level, what model do you have in mind?

«Rome needs more powers, because this means more capacity for dialogue and for having resources. The model of the autonomous provinces of Trento and Bolzano could be borrowed by making a constitutional amendment to article 117 of the Charter. Some materials can be “brought down” from the Region to the Capitol, such as urban planning, transport and waste ».

Turning to political issues. Why should a center-right voter vote for her and not Carlo Calenda?

“I don’t speak of the other candidates. I was chosen by Giorgia Meloni, Matteo Salvini and Antonio Tajani to restart the car. You get to know the car after a “degree course” not of four years, but of twenty years. If you have never entered the Municipality, it is like overnight to expect to enter the operating room and take on the role of the surgeon in an open heart operation. I don’t know the other candidates, I don’t know their CVs. My relationship is only with citizens ».

Didn’t he regret an electoral campaign that was too “kind” in terms of tone and comparison with competitors?

«I am a good person, kind and polite to everyone. In my meetings with citizens, no one has ever asked me to be more aggressive. We win with a smile and a pat on the back. The voters have understood that we are the change. Then the battles will be fought later ».

Let’s go to the Michetti-man. You are a Lazio fan!

«And Simonetta Matone, candidate for mayor, is a very fan of Roma. So we will have a perfect balance in addition ».

What is your favorite corner of Rome?

«The Janiculum, because it is one of the most romantic places in Rome. As kids, let’s say it “helped” a lot ».

Favorite typical dish?

“The amatriciana, which even if it does not have precisely Roman origins, is still part of the tradition of Rome”.

Each election campaign is full of convivial meetings. How did he keep the line?

“I’ve calculated about six, seven dinners a night. Obviously the rhythms are very high and there is no time to linger at the table every time. I always count on doing it at the one scheduled last. But every time I arrive there are only drinks left! ».
