The nineteenth edition of the Report “Civic Observatory on safety at school” presented today by Cittadinanzattiva lists the criticalities of schools: more than half without the certificate of static accessibility (54%) and that of fire prevention (59%)

The chicken coop classes? There are, indeed: 460 thousand children and young people study in 17 thousand classes with more than 25 pupils. A problem concentrated above all in high schools, where 7% of supernumerary classes, with the greatest criticalities in the most populous regions such as Lombardy (with 1889 over 25 classes), Emilia Romagna (1131), Campania (1028). This was revealed by the 19th edition of the “Civic Observatory on school safety” presented today by Cittadinanzattiva. The report, as always, lists the criticalities of schools: more than half lacking the certificate of static accessibility (54%) and that of fire prevention (59%); 39% without static testing, 35 episodes of collapses that occurred at school between September 2020 and August 2021, about three per month. In addition, there are 17,343 schools, equal to 43% of the total, in areas with high seismicity.

The focus on the nests

Regarding the possession of certifications, the data on nurseries (1305 analyzed, 12% of the total) describe a better situation than that of school buildings. 56% have the certification of viability compared to 42% of school buildings; the fire prevention certificate present in 51% of nurseries compared to 36% of school buildings. Certainly the nests benefit from the fact that they are located in more recent buildings: 44% of the monitored nests are housed in structures built from 1976 onwards; 22% were built before 1975. The seismic improvement and adaptation interventions concerned only 6% of the structures, while 18% carried out diagnostic investigations of ceilings and floors – which for Cittadinanzattiva have always been of considerable importance for prevent collapse episodes. As many as 82% of the nursery schools have drawn up the Risk Assessment Document (Friuli and Basilicata 100%, Calabria badly with 50%); about 74% have the emergency plan (but the percentage in Calabria stops at 25%); safety signs in place in about 82% of the nests (Calabria stops at 25% on this too). Evacuation tests are carried out for only 52% of kindergartens (Friuli is good with 89% and Basilicata with 80%; Sicily, Abruzzo, Campania and Lazio are far behind, all still below the 30% threshold; in Calabria no asylum has carried out such tests). Although in recent years there has been much debate due to the episodes of maltreatment of children in infant-toddler centers and preschools, video surveillance systems were found only in 2% of cases. In 75% of cases, the municipalities in 2021 guaranteed the full functioning of the nursery schools. Among the exceptions to report, Campania where only in 38% of cases it was possible to guarantee the service (in 9 cases it was even suspended) and Puglia, in 45% of nests.

The instances

The request of the association is clear: no to supernumerary classes. We ask the Ministry of Education to know the updated number of classes with more than 25 students; intervene on the most serious cases of overcrowding; work for the repeal of Presidential Decree 81 of 2009; establish from January the limit of 25 for new enrollments of the first classes, especially of the second grade secondary schools. Furthermore, Cittadinanzattiva also asks to provide for the inclusion of crèches in the Registry as an essential condition for accessing public funds (especially the PNRR) and, more generally, to speed up the procedures for the start-up of the new information system (SNAES), of ensure its accessibility and updating. Nurseries are not currently included in the Registry despite hosting over 320,000 children from 0 to 3 years old, distributed in 11,017 public and private structures. It is necessary to facilitate the monitoring of the implementation of the National Recovery and Resilience Plan in all its different phases, guaranteeing maximum transparency of the choices and investments and the involvement of the territories on which the projects will be implemented, explain the managers.
