Green pass Italy, the decree with the measures on the extension of the mandatory green certificate approved today in the Council of Ministers. Meanwhile, the Chamber has approved the bill converting the decree of 23 July 2021, n. 105, containing urgent measures to deal with the epidemiological emergency from Covid-19 and for the safe exercise of social and economic activities, the so-called “green pass decree”. All the majority groups, including the League, expressed themselves in favor. There were 259 yeses, no 34, 2 abstained. The provision now goes to the Senate for final approval.

SCHOOL – Until 31 December 2021, deadline for the cessation of the state of emergency, in order to protect public health, anyone who accesses all the structures of school, educational and training institutions (…) must possess and must exhibit the certification green COVID-19 “, reads the draft of the decree on the Green pass.” The provision referred to in the first sentence does not apply to children, pupils and students as well as to those attending regional training systems, with the exception of those who take part of the training courses of the higher technical institutes “.
The obligation of the green pass to enter schools “does not apply to subjects exempt from the vaccination campaign on the basis of suitable medical certification issued according to the criteria defined in the circular of the Ministry of Health”.
“School leaders and managers of all school and educational institutions are required to verify compliance with the requirements” on the green pass in schools. We read in the draft of the decree on the Green pass approved today in the Cdm. “In the event that access to the facilities is motivated by reasons of service or work, the verification of compliance with the requirements (…) must also be carried out by respective employers. The verifications of the COVID-19 green certifications are carried out in the manner indicated by the decree of the President of the Council of Ministers adopted pursuant to article 9, paragraph 10. Further procedures may be established with a circular from the Minister of Education. verification “.
“The provisions of article 9-ter also apply to the school staff of the educational services for children, of the evening courses and of the provincial centers for adult education (CPIA), of the regional systems of Vocational Education and Training (IeF.P.), of the regional systems that carry out the courses of Higher Technical Education and Training (IFTS) and of the Higher Technical Institutes (ITS). The checks referred to in paragraph 4 of article 9-ter are carried out by school managers and by the heads of the aforementioned institutions “, we read again.
RSA – Working in an RSA, even as external staff, will involve the obligation to vaccinate. Those who want to escape will be suspended from work and will not receive any salary. This is what the decree approved today in the Cdm establishes, which applies what is already provided for health personnel “to all subjects, including external ones, who carry out, for any reason, their work in the structures” of shelter for the elderly, reads the draft .
The obligation excludes “subjects exempt from the vaccination campaign on the basis of suitable medical certification issued according to the criteria defined in the circular of the Ministry of Health”. For all others who want to avoid vaccination, “suspension of work performance” is therefore introduced, which “implies that no salary or other remuneration or emolument is due, however called” until “the vaccination obligation is fulfilled or, failing that, until the completion of the national vaccination plan and in any case no later than 31 December 2021, without prejudice to the provisions of article 4 paragraph 10 “.
UNIVERSITY’ – “Until December 31, 2021, deadline for the cessation of the state of emergency, in order to protect public health, anyone accessing the structures belonging to the university institutions and to higher artistic, musical and dance training, as well as to other related higher education institutions universities must possess and must exhibit the COVID19 green certification referred to in Article 9, paragraph 2 “, states the draft.
MANY – Fines from 400 to one thousand euros for staff, including external ones, who will be found without a green pass in schools and universities. And for workers who, in the RSA, have not respected the vaccination obligation, the draft provides. The sanction will also be applied to managers and employers called to supervise by implementing controls.
