To support the development of the circular economy, it is necessary to focus strongly on the mechanical recycling of plastic. It is not possible to share regulatory concessions for chemical recycling, which is an activity for the recovery of waste certainly not performing for the environment. In fact, these are concessions that would generate inequality of treatment and therefore competition between the two sectors.
This is the warning launched by the National Association of Plastic Recyclers and Regenerators (Assorimap / Confimi Industria). It is in fact necessary to pursue the objectives of recycling by facilitating the eco-sustainable production of goods and packaging. On the contrary, creating simplified paths for forms of chemical recovery is anachronistic and, above all, outside the policies that the European Union has outlined and that link sustainability to the recycling of plastic, identified as the true heart of the circular economy.
Precisely with this in mind, the decree on End of Waste on mixed plastics has opened up worrying scenarios for the development of mechanical recycling of plastics and consequently for environmental sustainability. With the aim of maximizing the effective recycling calculation in relation to the new European objectives, the law allows the cessation of the qualification of waste to materials that would require recovery activities by authorized subjects. The foundations are thus laid for serious disparities between the companies that operate the mechanical recycling of plastics, burdened by authorizations, costs and controls, and the chemical recycling activities, which are completely relieved of the same administrative and economic constraints.
“According to the European Regulation on ‘Green Taxonomy’, which provides a series of technical criteria to classify which economic activities contribute most to the mitigation and adaptation to climate change, mechanical recycling is considered the most sustainable process for the treatment of plastics , since 1.9 tons of oil are saved for every ton of recycled plastic material, CO2 emissions are reduced by 1.4 tons, as well as huge quantities of electricity: chemical recycling must therefore be understood without equivocation only as a subsidiary to mechanical recycling, solely for the amounts of non-mechanically recyclable material, generated by the selection and recycling processes ”, declares Walter Regis, President of the National Association of Recyclers and Regenerators of Plastic Materials.
