2020, the year marked by the outbreak of the Covid-19 pandemic, by lockdowns and restrictive measures to stem the spread of infections, recorded an increase in migrant landings in Italy (34 thousand), after two years of decrease (23 thousand in 2018 and 11 thousand in 2019). At the same time, the restrictions on mobility adopted to limit coronavirus infections have reduced asylum requests: there were 28 thousand (compared to 43,783 in 2019). The number of new residence permits also decreased: in the first 6 months of last year (last from the available ones), around 43 thousand new residence permits were granted to non-EU citizens, less than half of the first half of 2019. The most significant reductions are occurred in the months of April (-93.4%) and May (-86.7%).

The 26th Ismu Report, published and presented today, 23 February, takes the picture of migration flows in the time of the coronavirus. Among the other channels of entry that potentially feed asylum requests is that of irregular arrivals by land which from the beginning of the year to 26 November 2020 were 5,032 (in 79% of cases from Slovenia).

With the post-pandemic economic crisis, irregular migrants drop

┬źDespite the resumption of landings – underlines the report – the migratory phenomenon in our country shows signs of a phase of relative stagnation. This trend will likely be accentuated also following the economic crisis that the post-pandemic will bring with it, slowing down arrivals and encouraging the mobility of foreigners and naturalized people to other countries. In perspective – the document continues – a reduction in the numerical consistency is also expected with regard to the irregular component, on which both the effects of the amnesty intervened during this year and the possible reduction of the driving force of a the labor market that will almost certainly struggle to recover the already not brilliant positions of the pre-Covid era ┬╗.

Asylum requests, fewer denials

As regards the outcomes of asylum requests, these show a decline in denials in 2020 (76%) compared to 2019 (81%), but in any case higher than the years preceding the abolition of humanitarian protection.

80 thousand people in reception centers

At 31 December 2020, 80 thousand migrants were welcomed in reception facilities (in hotspots, in SIPROIMI – Protection system for holders of international protection and unaccompanied foreign minors – and in extraordinary reception centers), a sharp decrease compared to previous years (91,424 in 2019 and 135,858 in 2028). Lombardy is the Region that hosts the largest number of migrants as of 31 December 2020, 10,494 (13% of the total), followed by Emilia Romagna (8,392) and Lazio (7,491).
