Draghi’s new decree and Dpcm, anti-Covid strategy changes: first signs of a third wave


On the one hand there is the new decree establishing harder red zones, a lockdown very similar to that of March, on the other hand there is the new Dpcm that Italy will know by March 5 and which is still an unknown . But the first intentions of the Draghi government emerge, which does not want to overturn the color system, but apparently only modifies its parameters also on the basis of the pressure of the Regions.

And on the horizon there are variants and a third wave that may already have arrived in some areas, including Brescia. Guido Bertolaso ​​said this, speaking to the Lombardy Regional Council. “In Brescia we are obviously facing the third wave”, is the alarm of the former head of civil protection, who in recent months was a consultant for Musumeci in Sicily and now he is for vaccinations in Lombardy.

“The province of Brescia has an incidence, or a number of new cases, double compared to the rest of the Lombard provinces. At present, the situation is under control and manageable compared to the past autumn, throughout the region, except in province of Brescia, where we are facing the third wave of the pandemic. The strengthening of the bans in the most affected areas will therefore be the fulcrum of the Draghi government’s strategy, which, unlike what happened during the previous executive, seems to take greater account of the rigorist line of Health Minister Roberto Speranza.

In some areas there could be a return to forms of lockdown such as in March. Basically, in the territories where the incidence of infections is considered alarming, it will be possible to move from home only to do physical or sporting activities near your home, in addition to the usual reasons for work, health and necessity. But it will be forbidden to visit relatives. Compared to March, the measure that allows those who live in municipalities with less than 5,000 inhabitants to be able to move to different municipalities, but within a radius of 30 kilometers and not in the provincial capitals, will be confirmed.

The date of March 5 is crucial, when the Dpcm currently in force will expire. What will happen? The government is working and accelerating to define the measure well in advance. Draghi today brought together the ministers at Palazzo Chigi together with the experts Silvio Brusaferro, Agostino Miozzo and Franco Locatelli.

As mentioned, the division of Italy into colored areas should not change, however there could be a change in the parameters that determine the choices. At the moment the trend of the pandemic in Italy is not moving uniformly. To some areas of the North where the numbers return to worry, there are other territories, including Sicily where the incidence is much lower. Yet on the same island, today two red zones have been declared, in San Giuseppe Jato and San Cipirello, a sign that the regional government’s attention is high despite the region currently being in the yellow zone.

In the island, the latest bulletins have indicated a certain stability of the new infections, but a clear decrease in hospitalizations. In Enna, for example, the number of Covid patients in the Intensive Care Unit of the Umberto I hospital was zero.

To date, there are only 8 patients in the infectious disease ward, 2 in semi-intensive care and one patient is hospitalized in Covid obstetrics.
