For the State and for the tax authorities, young people are up to 36 years old. This is in fact the age limit to be able to access the facilities provided for the purchase and financing of the house in the Sostegni bis decree (dl 73/2021, converted into law 106/2021). The new rules provide for tax exemption for the purchase of the first non-luxury home if you buy from private individuals and the possibility of transforming VAT into a tax credit if you buy from a business. In fact, the greatest obstacle to buying a house is often the impossibility or almost the impossibility of obtaining the mortgage if you do not have the resources to pay a substantial advance to the seller. Here the truly decisive legislative intervention: for taxpayers and homes that meet the requirements it will be possible not only to have another tax exemption, that from the substitute tax (0.25% of the amount borrowed) but also to access an enhanced version of the first home mortgage guarantee fund managed by Consap (the public concessionaire for insurance services) as long as a loan of between 80 and 100% of the value of the property given as guarantee is requested.
