The newly hired teachers as 2021/22 submit the declaration of services provided online, by 30 September 2021. What the interested party must do and what the school does. Guide for images.

Reference legislation

The declaration of the services provided is provided for by article 145 of Presidential Decree no. 1092/1973, where we read that:

The civil servant at the time of taking up the service is required to declare in writing all the permanent and non-permanent services previously provided to the State, including military service or service to other public bodies, as well as the periods of study and professional practice and exercise referred to in art. 13. The declaration must be made even if negative.

When it should be presented

The declaration, as we read in article 7 of law no. 444/1985, must be submitted within the first month of service. Therefore, the new hires in the academic year 2021/22, which started service on September 1st, must submit it by 09/30/2021.

We emphasize that no confusion should be made between the presentation of the declaration of services and the application for career reconstruction. The latter, in fact, carried out for the recognition of the services provided, must be presented only after passing the test year. This clarification is also present on Online Instances in the section dedicated to the compilation of the services:

The compilation of this declaration responds to the obligation for the civil servant to declare in writing, upon hiring into service, all permanent and non-permanent services previously provided to the State, including military service or other public bodies. The declaration must be made even if negative.

[…] It should be noted that for the evaluation of the services or periods indicated above, it is necessary to have submitted the request for Career Reconstruction, in paper form or through a specific online application..

How it should be presented

The declaration, as mentioned above, is presented through Online Instances, although this is not prescriptive, however, several educational institutions now accept them only in this way, so as to have facilitated the work and continue with the ongoing dematerialization process.

Guide

The Ministry has published a specific guide on Istanze Online, which illustrates in detail how to proceed for the presentation of the declaration of services. We report some images and illustrate some parts, in order to further facilitate the teachers concerned.

For the purposes of submitting the aforementioned declaration, the newly hired teachers first log in to the reserved area of ​​Instances Online, via SPID or via ministerial credentials (this is possible until 30 September, the date after which access will only be made via SPID) . Once this is done, click on “Go to compilation” in the “Declaration of services” banner:

Clicking on “Go to the compilation”, it is necessary to read the information page and click on “Login”, as well as view the personal data, contact details and the school of ownership and click on “Next”. At this point you can proceed with the declaration of services by clicking on:

The sections that can be completed are the following:

  • Non-permanent working periods provided in state educational institutions as teaching staff, Catholic religion teacher and educational staff;
  • Non-permanent working periods provided in state educational institutions as ATA staff;
  • Working periods in other educational institutions as teaching staff, Catholic religion teacher and educational;
  • Working periods worked at universities;
  • Working periods performed as military service and equivalent;
  • Periods of absence, leave of absence and other interruptions of the working periods.

Next to each section there are the fields “Fill in”, “Cancel” and “Print”. Then to proceed with the compilation it is necessary to click on Fill in.

We illustrate below, by way of example, how to fill in the section “Non-permanent working periods provided in state educational institutions as teaching staff, Catholic religion teacher and educational staff”, as well as how to submit the application.

In this section, non-tenured services provided in state schools are declared. The mask, shown below, is divided into two parts: on the left the service periods present on SIDI are displayed; on the right the periods to be imported (from the right side) and possibly modified and / or working periods not present must be entered. This is the screen:

Per import import the periods present on SIDI and displayed on the left, select the period (by ticking it) and click on “Import Selected” (see arrows in the following image):

Once the service period has been imported, it is possible to modify (if necessary) the information present by clicking on the pencil symbol at the top right:

Per confirm the change, click on the “Save” button at the top (see arrow above image).

In the case of insertion of a new service, you must click on the right side of the screen on “Add form“:

Once you have clicked on “Add form”, you have to fill in the required information. In this regard, the ministerial guide reminds you that, for the services provided from the 1994-95 school year, the following information is not mandatory (therefore the relative fields are not fillable and gray):

  • Legal effect
  • Place type
  • Type chair
  • Weekly hours
  • Competition class
  • Service qualification
  • Causal termination
  • Fund
  • Right to summer salary

Once the mandatory information has been entered, it is necessary to click on the “Save” command at the top.

Compilation of other sections

In compiling the other sections of the Declaration the same procedure described above is followed. All the sections, like the one illustrated above, have a screen divided into two parts: the one on the right containing the information on SIDI; the one on the left where you can enter the information not present (by clicking on “Add form”) or import it from the right side (by selecting the information and clicking on “Import selected”).

Forwarding of the declaration

Once all the sections of interest have been filled in, it is possible to verify the data entered (it is the system that carries out the verification) or delete them; once verified (it is not mandatory), the application is forwarded. The three buttons “Verify”, “Submit” and “Cancel” are located on the right side of the declaration:

By clicking on “Submit”, the system will ask for a confirmation for the final submission:

Once the submission has been made, it is:

  • produced a PDF (which is stored in the “Archive”)
  • an email sent to the user with the application submitted in .pdf format attached.
  • an email is sent to the schools involved: the application is sent to the school responsible for the process and to the schools involved in the evaluation (only those still active).

School tasks

Once the declaration has been received, the competent school (i.e. the school of ownership) will have to evaluate how much
reported in the declaration, through specific SIDI functions.

The school can:

  • positively evaluate the declaration. The user receives an e-mail to the e-mail address registered on Polis in which he is notified of theapproval of the forwarded declaration.
  • request further additional information. The user receives an email to the email address registered on Polis in which the school requests changes / additions to be made to the application. Once modified and / or integrated, the application must be resubmitted.
