Based on art. 2 of OM n ° 52, for pupils with certified disabilities in accordance with law n. 104, “for pupils with disabilities, the assignment of the paper, the oral exam and the final evaluation are defined on the basis of the individualized educational plan” (IEP). For pupils with specific learning disabilities certified, pursuant to law no. 170 of 8 October 2010, “the assignment of the paper and the oral exam are defined on the basis of the provisions of the personalized teaching plan”.
For pupils with non-certified special educational needs (not included in the categories referred to in the law 8 October 2010, n.170 and the law 5 February 1992, n.104), who have been recipients of a specific personalized didactic plan (PDP), “No dispensatory measures are envisaged during the examination, while the use of the compensatory instruments already provided for the oral assessment tests during the year is ensured”. Also on this trip we will be accompanied by the head teacher of the Comprehensive Institute “G. Moscato ”of Reggio Calabria (RC), Professor Lucia Zavettieri, an accredited expert in school legislation and an example of didactic-pedagogical perfectionism. Attached to the article is the oral exam evaluation grid for pupils with Special Educational Needs.
Criteria for the attribution of honors
OM N52, in Art. 4, Paragraph 3 reads: “The final evaluation expressed with a grade of ten tenths can be accompanied by honors, with a unanimous resolution of the commission, in relation to the evaluations achieved in the three-year academic career and the results of the exam” .
The pupil – as Professor Lucia Zavettieri reiterates – must have achieved a grade of 10/10, even with rounding if equal to or greater than 9.50 in the final assessment and must meet criteria of excellence, demonstrating skills acquired over the period of the three-year period, deducible from certifications and certificates obtained following participation in courses set up by the school, qualifications for the first places in competitions, dedicated Olympics etc. local, national or international or have received awards of excellence in activities with a character of social solidarity or civil, sporting, creative, artistic and musical commitment
State examination for private students
With reference to art. 5 of OM n ° 52, private students take the state exam in the manner provided for in Article 2, paragraphs 4 and 5. The paper referred to in Article 2, paragraph 4, and in Article 3 is identified by 7 May 2021 by the class council to which the pupil is assigned for the examination, taking as a reference the didactic-educational project presented by the pupil. The paper is sent by the private pupil to the class council by June 7, 2021, electronically or in another suitable agreed method.
The examination commission – as the school director Avv. Lucia Zavettieri specifies – decides, on the proposal of the sub-commission, the final evaluation expressed with a score out of tenths, which corresponds to the evaluation of the exam. The pupil obtains the final diploma of the first cycle of education with a final evaluation of at least six tenths.
State examination for pupils in parental education
The legal basis, in addition to the Legislative Decree n. 62/2017, resides in art. 3 of Ministerial Decree 741/2017 “Admission to the examination of private candidates” since there is no specific provision on this point. The requirements are:
- age (having turned 13 by 31 December of the year in which the exam is taken);
- admission (or eligibility) to attend the class before the lower secondary school.
Candidates who have achieved this admission to lower secondary school for at least three years are also admitted. There is therefore no preliminary examination for admission to the state examinations.
Standardized tests and certification of first cycle education skills
According to the art. 6 of OM n ° 52, students participate in the national standardized tests of Italian, mathematics and English provided for by article 7 of Legislative Decree 62/2017 in the event that the epidemiological conditions and the determinations of the competent authorities allow it. Failure to participate does not in any case affect admission to the state exam.
Pursuant to article 2 of Ministerial Decree 742/2017, the certification of skills is drawn up by the class council in the final ballot only for students who achieve the final diploma of the first cycle, with the exception of private students for whom said certification it is not provided. For pupils who have participated in national standardized tests, the certification of skills is integrated pursuant to Article 4, paragraphs 2 and 3, of Ministerial Decree 742/2017.
The national model for pupils with certified disabilities is compiled, with the appropriate adjustments, to make it consistent with the objectives set out in the individualized educational plan (IEP).
The certified skills concern:
- Communication in the mother tongue or language of instruction
- Communication in foreign languages
- Mathematical proficiency and basic skills in science and technology
- Digital skills
- Learning to learn
- Social and civic competences
- Awareness and cultural expression.
For each competence the level reached is indicated according to the following indicators:
- Advanced: the pupil performs tasks and solves complex problems, showing mastery in the use of knowledge and skills; proposes and supports its opinions and takes responsible decisions in a responsible manner.
- Intermediate: the pupil carries out tasks and solves problems in new situations, makes conscious choices, showing that he is able to use the knowledge and skills acquired.
- Basic: the pupil carries out simple tasks even in new situations, showing that he / she possesses fundamental knowledge and skills and that he / she can apply basic rules and procedures learned.
- Initial: the pupil, if properly guided, carries out simple tasks in known situations.
Examination tests carried out by videoconference
With reference to art. 9 of OM n ° 52, – as specified by the school director Avv. Lucia Zavettieri extensor with the evaluation commission of his institute composed of teachers of excellent quality – for candidates who are hospitalized in places of care or hospitals, or otherwise unable to leave the their domicile during the examination period, forward a motivated request to the school manager to carry out the interview outside the school site, accompanied by suitable documentation. The head teacher – or the chairman of the commission – arranges the examination method in videoconference or in other synchronous telematic mode.
The videoconference or other synchronous mode is also provided for:
- if the epidemiological conditions and the provisions of the competent authorities require it;
- if the head teacher before the start of the examination session – or, subsequently, the president of the commission – finds it impossible to apply any security measures established, as a result of the evolution of the epidemiological situation and related provisions , by specific national safety protocols for the school and communicate this impossibility to the USR for the consequent assessments and decisions.
In cases where one or more commissioners or candidates are unable to attend the work in the presence, including the exam, as a result of specific health provisions related to the epidemiological emergency, the chairman of the commission arranges for the participation of the interested parties. by videoconference or other synchronous telematic modality.
Publication of the results
The outcome of the exam, with the indication of the final score achieved, including the mention of honors if awarded by the commission, is published at the end of the operations by posting display boards at the school, as well as, separately for each class, only and only in the reserved document area of the electronic register, which is accessed by students of the class of reference, with the sole indication of the wording “Not graduated” in the event of failure to pass the exam itself. (OM n ° 52, art.4, paragraph 4) In the final diploma issued at the end of the first cycle exams and in the tables affixed to the school register, no mention is made of any methods of carrying out the exam for pupils with disabilities and with specific learning disabilities.
