“In the last few days we have approved two decrees that represent, as I define them, the three pillars of Recovery: governance and administrative simplifications, in the first provision, and the recruitment of human capital, in the second. “Yes, because we respected the deadlines set by the European Union for the first three reforms. This rebound will trigger the reforms and investments envisaged by the plan, which will act as an accelerator. I predict that not only this year, but also the next one, we will grow around 5%. It will be a very strong signal to the outside world, for the private market, which will multiply investments, delivering growth rates unknown in past decades ».

In the decree, there is a rule that opens the doors of high public management to outsiders. Have you broken a taboo?
“Providing that 50% of first-tier executive positions are available for competition, in which both internal and external can participate, is a rule that I had already included in my 2009 reform. Then, when my government ended, it was deactivated , leaving room for greater political discretion. The European Commission liked it very much, they asked us to propose it again. It is a modern way to open the PA also to outsiders, but with a rigorous public selection ».
For officials, on the other hand, does the path to internal careers open up?
“The system was anachronistic. A very good official would have to ask for a leave of absence to study and participate in a competition to move from the area or become a manager. The professional skills demonstrated in the field were worth nothing. Now, instead, for those who have already passed a public competition, we introduce an internal progression based on merit and on the evaluation of those skills, which we want to examine also for those who access the Public Administration for the first time. Similar assessment mechanisms are also introduced. for management. To implement and monitor these innovation processes we will work with all administrations, central, regional and local. For this purpose we have provided a new planning and control tool, a single plan that rationalizes and merges the existing ones, simplifying the burdens for public offices, and which allows you to effectively monitor the entire cycle, from recruitment to agile work. , from digitization to the accessibility of the public administration by the weaker groups ».
The intention of the decree is to attract high professionalism in the public administration and reward merit. But isn’t there a problem at this point of the level of salaries if you want to bring the best professional skills of the private sector to the public?
“Absolutely yes. But I have decided to leave this subject for the end. If I had started from the level of wages, no one would have listened to me ».
“If a more modern and efficient public administration arises from the reforms, the additional resources are fully justified. In the meantime, we have those necessary for the renewal of employment contracts and we have eliminated the caps on ancillary wages. The resources for careers will also arrive in the budget law. And we will also give an efficiency dividend ».
An efficiency dividend?
«The administrations that eliminate waste will be able to allocate half of the savings to the ancillary wages of their employees. For example, if I cut the blue cars and save 5 million a year, I will be able to allocate two and a half million to the prizes ».

«I reserve the right to propose an intervention through bargaining with the social partners. But it is clear that when an innovative and efficient machine is set in motion, merit and reward can only be an unavoidable mechanism. In the perspective of a gentle revolution in the public administration that will make it dynamic, it will also be easier for me to obtain resources ».
Let’s go back to Recovery for a moment. How many exactly will the intakes for the plan be?
“There is this first wave of over 24 thousand hires foreseen by the recruitment decree. Then there will be all the others, those linked to the approximately 300 projects that make up the plan. With ad hoc courses for the youngest. With this reform, in fact, we are activating apprenticeships in the public administration, an important channel for high school and recent graduates, which combines training with work. We finance it with an initial endowment destined to grow over time ».
How many other people are we talking about?
«A precise quantification, at the moment, is not possible to do it. But we are talking about several tens of thousands of people. All those who will be needed, highly specialized profiles who will have fixed-term contracts for a maximum of five years ».
Does the decree say that an automatic termination clause should be contained in all employment contracts linked to the NRP in the event of failure to advance the project?
“It’s another rule negotiated with the European Union.”
The 24 thousand new hires and the future tens of thousands of young people who will enter the Public Administration on a fixed-term basis, what will happen to them after the Recovery?
«I hope that at least some of them will want to stay in the public administration. Above all, they will be the future human capital, the new blood that will structurally change the public administrative machine. For this reason we have planned to reserve for those who have participated in the extraordinary recovery adventure, after the end of the plan, 40 percent of the permanent positions that will be banned by the administrations. And let’s not forget that with the full restoration of turnover, at least 100,000 new public employees will enter on a stable basis already from the current year. In short, between now and 2026, with Draghi and a thousand billion in public and private investments, it will be another Italy ».
