Can a city be at the top of the European rankings for quality of life and at the same time have 60% of its inhabitants living in subsidized housing? The answer is yes. This city is located less than an hour and a half flight from Milan and has a unique historical relationship with the Milanese capital. We are talking about Vienna. With the Austrian capital it is possible to make due comparisons not only historical, but of vision. Wandering through the streets of the city of the Bel Blue Danube hardly leads to recognizing the 440,000 accommodations in subsidized housing by others. From 1919 to today this real estate patrimony has developed in a successful union with all the other non-affiliated buildings. Affiliated construction is sustainable construction also in terms of access; In Vienna, residents with a net monthly salary exceeding 3,000 euros may be entitled to it. Milan is in the midst of the awarding of the areas of the former railway yards; it is a fact that can be taken for granted that a small number of subjects, who can be counted on the fingers of one hand, legitimately carry out their vision as the winners of the development of these territories. A vision that must include – it must be acknowledged – also affiliated building. So that these three-four operators can really be interpreters of the actual development needs of the city and of the needs of those who live there, will the conventioned building – as today written in the construction projects – be really effective? With today’s parameters, a rental accommodation in a subsidized building of 70 square meters would come to have a monthly rent of 800 euros per month plus expenses. A situation that is objectively far from the concept of a home for ordinary people who want to live and work in Milan on the basis of a medium or medium-low income. As part of these important sustainable urban redevelopment projects on this point there are therefore, in my opinion, necessary margins for improvement: through a greater role of public direction it could be put in place, even for these new important “pieces of the city” a better planning strategy that brings together the right social and functional mix that allows Milan to be the fair and polycentric city that the majority of its citizens want. And for this to happen in every neighborhood it would be further useful to accompany the PGT tool with a price observatory on the cost and rental of properties aimed at monitoring but also orienting the value of the essential home asset in a more inclusive logic.
