The interpretations that would see behind the bill the attempt to convince President Mattarella to accept a “timed” re-election have been denied: the reform instead strengthens the intention of the head of state to leave by February 3
How comfortable it is to knock on that door. In a grungy way, with the feet, with the elbows. Ignoring what the President of the Republic has said so far, on multiple occasions. And that is, no, for personal choice but above all for constitutional conviction he thinks that it is not appropriate, even wrong, a bis of the head of state on the hill
higher. On the intentions of the proposed law of some members of the Democratic Party, the interpretation remains open. Abolition of the blank semester and prohibition of a second consecutive term for the Quirinale. It is made to agree with Mattarella, who has already called in support the pronouncements of two predecessors, Antonio Segni
and Giovanni Leone? Or was it born to say that yes, once again we can, perhaps for a short time, until the election of the new Parliament, and then that’s it?
Even just the doubt that the latter is the hypothesis, arouses the astonishment, but even more the profound irritation of the president. Extremely wrong calculation, leaks from the Colle. Indeed, that proposal for constitutional reform confirms his intention to leave office definitively by February 3rd, natural expiration date. And Pier Luigi Castagnetti, who has always been very close to the way of dealing with the institutions of the head of state, closes the question with a lapidary judgment: “The Constitution is not changed to solve a political problem”. This is not a simple adherence to Sergio Mattarella’s thought, but it reveals the real concern of the President of the Republic, who obviously is not limited to his personal case. What’s more, there is the profound concern for the screwing up of politics, which less than two months after such an important choice seems to be looking for shortcuts that free the parties from a true assumption of responsibility. The fear is that the thread that still holds together that national unity won on the wave of the pandemic and the need to save and relaunch the social life and economy of the country will be torn.
The Quirinale is convinced that that cohesion still has full reason to exist, that it should not be interrupted and that the excellences that have been put in place should be preserved and enhanced.. And that it is the task of politics to dialogue and confront each other in order to choose a path that is as unitary as possible so that the election of the new head of state is an opportunity for growth and not retreat. The president is absolutely certain that the double term is a constitutional error. Too great is the risk that a head of state who knows he can be re-elected will do his good rather than that of Italy. The seven-year term is long enough, as is the nine-year term for the Constitutional Court judges. It is not acceptable that in the face of the lure of re-election the head of state can become hostage to the parties.
After all, Mattarella’s non-invasive attitude towards the choices that belong to Parliament and politics has paired up in this seven-year period with absolute inflexibility when his role as guarantor of the Constitution was at stake.. And the emergency cannot be sufficient justification to go beyond the profound sense of institutions, which cannot be distorted. The thing that even offends the Quirinale’s iquilino is also just thinking that he can lend himself, in view of a reform he himself hopes, to a final violation, promising never to do it again.
