Italy too permissive on falsification of diesel car emissions. The EU goes straight to the infringement procedure

The European Commission has decided to take the infringement procedure against Italy as the country has not imposed penalties for violating EU rules that prohibit auto emission manipulation devices. Italy, Brussels recognizes, has ordered the compulsory collection of vehicles with software and other emission manipulation systems, but did not apply sanctions. The Commission therefore launched an infringement procedure against Rome on 17 May 2017. Today, the EU Executive announced that it had sent a request for a reasoned opinion that distinguishes the second stage of the infringement procedure. The software issue used to hack the emissions data from diesel engines exploded in 2015 after the US Agency for the environment took over the use of these systems by the German group Volkswagen. The scandal then spread to many European producers, including FCA.

Last September the European Commission invited the German carmaker to compensate all its customers for the damage caused by the affair. Brussels, in fact, believes that Volkswagen’s commercial practices have “deceived buyers”, in violation of EU regulations on consumer protection. Yesterday it became known that the public prosecutor’s office in Frankfurt investigates an employee unidentified of the former PSA group, now Stellantis, in the context of the dieselgate proceeding. As reported by the testata tedesca business week the manipulations would concern the Suv engines of the brands Mitsubishi, Peugeot e Citroen. The control devices, Dpa reports, are said to come from the supplier Continental, where two former employees are suspected of aiding and abetting the fraud.
