As stated in the text of the ordinance, in fact, the entry and transit in the national territory are forbidden to people who in the previous fourteen days “have stayed or transited in South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia and Eswatini “, With the exception of Italian citizens who have registered residence in Italy from a” date prior to the ordinance “, obviously together with minor children, spouse, and” on condition that they do not show symptoms of Covid-19 “. To return to Italy, however, they must present to the carrier, at the time of boarding and to anyone appointed to carry out checks, the Passenger Locator Form in digital, printed or mobile format; a molecular test (with negative result) carried out in the 72 ore prior to entry into the national territory, a molecular or antigen test, to be carried out by means of a swab, “upon arrival at the airport, port or border place”. In the case of a molecular or antigenic test, the “subject is required to be isolated until it exists”. Finally, the fiduciary settlement «at the address indicated in the Passenger Locator Form for a period of 10 days»In addition to the obligation to carry out a further molecular test at the end of the 10 days of isolation.
The ordinance also provides for air traffic to be banned from South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini and that the effects of the provision are immediate, i.e. from November 26th to December 15th. Finally, «the people who are in the national territory and who are in 14 days prior to the ordinance, they have stayed or transited in South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini, even if asymptomatic, they are obliged to immediately communicate their entry into the national territory to the Prevention Department of the competent health company per territory », to undergo a molecular test, to immediately put themselves in fiduciary isolation for a period of 10 days, with the obligation to carry out a further molecular test at the end of the isolation period.
