There is no agreement on the maneuver between the government and the unions. CGIL, CISL and UIL complain about few resources on pensions, social safety nets and also denounce the risk that the tax cut is unbalanced in favor of companies. After three hours of meeting at Palazzo Chigi, in a tense atmosphere, they announce a mobilization: they will evaluate the modalities in the next few hours. The main issue remains that of pensions.

Towards the return of the female option and expansion of the social Ape

The parties are also fighting over how to use the 8 billion available for tax cuts: it will be decided during the course of the budget law in Parliament . A very long meeting at Palazzo Chigi is not enough. Trade union sources speak of an “arm wrestling” of the secretaries of the CGIL, CISL and UIL with the government and at the exit confirm that the meeting “did not go well”: they would like an overall reform of pensions. After two hours of confrontation, Prime Minister Mario Draghi, who is keeping his line on the pivotal points of the maneuver and on a gradual return to the Fornero law, leaves the table to ministers Franco, Orlando and Brunetta. It is not enough to convince the unions that the government brings a proposal for new resources for the public administration.

The fight over leaving work

The executive on pensions remains on the proposal of a gradual return mechanism to the ordinary law: “specific aspects” are discussed. The starting mechanism, with Quota 102 and Quota 104 for the executive can change slightly. The League proposes a mega-exit at 63 or 64 years in 2022, to postpone a more comprehensive intervention to the next government. But it would be an “electoral” measure, it is objected. Then “quota 41”, relaunches Matteo Salvini, who proposes to the government to set the minimum age of 62, with 41 contributions. The Democratic Party collects the expansion of the social Ape to the burdensome and the extension of the Woman Option, requested by the whole majority. We would need to do more “for young people”, asks Antonio Misiani, with a revaluation of pensions with minimum contributions.

The new Recovery decree

Draghi is expected to convene the Council of Ministers on the budget law for Thursday and another meeting on Wednesday to approve the new Recovery decree, to accelerate the implementation with some rules and reach a series of targets: ranging from digitization, with the release of the objectives of the national cloud, to the issue of disabilities, on which a framework law will intervene, up to tourism, with a measure to two billion for the extension of the Superbonus to 80% to the sector. Meanwhile, meetings on the maneuver follow one another, with bilateral meetings at Palazzo Chigi with individual ministers, and a probable control room. Draghi could in the next few hours review the leader of the Lega Matteo Salvini and meet the M5s leader Giuseppe Conte, whom he has recently heard but has not met for some time, to talk about the measures dear to the pentastellati, from the Citizenship Income, on which there is a ‘agreement for the extension with some changes, to the cashback, which seems destined to jump.

The tax cut

Underground, but no less lit, the majority battle over tax cuts. The issue has become so thorny that the choice should be postponed to parliamentary examination of the budget law (or at least to an implementing decree following the maneuver). Basically, the planned 8 billion will be allocated immediately, adding 6 billion to the fund that already has 2 billion available today for the reduction of the tax burden, but only later will it be decided how to spend it. The Council of Ministers will therefore approve the law with resources, then the discussion with parties and social partners will be deepened. Draghi and Franco would like to allocate almost all the resources to cut the tax wedge for workers. And this is also the position of Enrico Letta’s Pd. But the center-right and the business world are also asking to act on the business side. The hypothesis circulates that two thirds go to workers, one third to companies. The options in the field are, according to the undersecretary of Leu Maria Cecilia Guerra: “Reduce the burden of personal income tax on employee income or intervene on IRAP, which weighs heavily on businesses and self-employed workers, or a reduction in social contributions” , such as the Cuaf (Single Fund for family allowances).

The construction bonus node

Another node, the building bonuses. “Continuity is fundamental,” says Enrico Letta, announcing “battle”. In the afternoon Dario Franceschini, who devised the 90% incentive for facades, meets Minister Daniele Franco and Undersecretary Roberto Garofoli: in the end, nothing transpires but the bonus, which seemed destined to skip, could return with changes, for example a percentage reduced to 70%. As for the Superbonus, dear to the M5s and supported by the whole majority, an extension should also arrive for the villas as well as for the condominiums, but with an income limit: 25 thousand euros of ISEE were hypothesized but the threshold would be too low according to the parties and we would be thinking about 40 thousand euros.
