He was unduly charging small sums – 9 cents for each open web page – in order to make barely perceptible the withdrawal in the bill. Thus, according to the Milan Public Prosecutor’s Office, the telephone operator WindTre perpetrated a scam to the detriment of users by procuring large-scale profits. A discovery made as part of the broader line of investigation on telephony that cost Monday 27 September the preventive seizure from 313 thousand euros on the accounts of two companies operating as providers for the telecommunications group. In January, a seizure from 21 million euros instead it concerned sums deriving from the percentages on services activated with fraudulent methods by other suppliers.
As reported by the Corriere della Sera, during the investigation it was found that a cost of nine cents euros was immediately recorded on the invoice whenever customers “they landed” its certain Internet pages. All this, however, without ever exceeding the total ceiling of one euro per month, so that the individual customer does not become suspicious. For the investigators, two other companies are involved: Accenture, which between February and June 2020 provided WindTre with the technological platform, e Vetrya, which from 27 December 2019 has contracted the content producers of the telecommunications giant. Not surprisingly, it is on their bank deposits that the seizure took place: for amounts respectively equal to 204mil e 109 thousand euros. In addition to this, the CEO of Vetrya Luca Tomassini and the then administrative and operational directors Alessandro Prili e Simone Polverini are being investigated for the hypothesis of computer fraud. Vetrya just yesterday signed an agreement for ultra-fast connectivity with Open Fiber.
For the investigators, as reported by the newspaper of via Solferino, the task was born on a conflict of interest of Vetrya, which at that moment would have ended up covering all the roles of the supply chain: from sales to the production of content up to their aggregation and management of the sector’s call centers. Even before this new trend, the investigators had recognized another fraudulent scheme based onsurprise activation of additional services (games, ringtones, weather, horoscopes, gossip) on the Sim cards of unsuspecting users, who were convinced by misleading banner ads. In this business they were content companies involved Which Bright Moby e Yoom through the technology hub Pure Bros. Accenture and Vetrya took over the investigation, which according to the investigation is also at the center of a conflict of interest as at the time of the facts he had ended up covering all the roles of the supply chain: commercial hub for WindTre, content creator, aggregator of content producers for Tim and even manager of the sector’s call center, in contrast with Resolution 108 of 2019 of the Communications Authority.
