“Do not destroy fertile ground for the treatment of plastic”

The associations Legambiente and Italia Nostra ask the municipal council of Castellarquato for a “no” with no ifs and buts to the request for a “binding opinion” to the industrial expansion of 100,000 square meters presented by Forplast. The future of Castell’Arquato is not to become an industrial center for the treatment of plastic waste. The concerns we had expressed in August as Legambiente and Italia Nostra about the rumors that were circulating regarding the possible construction in Castellarquato of a huge plant for the storage, treatment, processing and recycling of plastic waste from all over Italy were real. Not only have there been several contacts and meetings between the Forplast company, their shareholders and the Administration, which is legitimate in itself, to build this huge plant, but from an access to the documents carried out at the Municipality, we received a copy of the communication that on 9 August the Forplast company sent to the Municipality, in which it requests the Municipal Council to express a “preliminary binding opinion” on an industrial expansion in the Fornace Verani area of ​​100 thousand meters of which 60 thousand of covered area and 40 thousand in designated areas to the square “”.

“Following this letter, without any project to our knowledge having been filed with Suap to date, a City Council was convened on Monday 27 September which placed the request for a preliminary opinion from Forplast on this possible industrial expansion. Beyond the absolute opposition to a hypothesis of expansion of this magnitude to the Doppi di Castell’Arquato – say the presidents of the two associations – on agricultural land and in an area absolutely not suitable for hosting plants of this kind, we want to underline two aspects that of this story which we believe deserve clarification by the Administration. On the one hand, the fact that a company may require an entire municipal council to express a “binding preliminary opinion” on an extension request of which nothing is known, since no project has been filed. On what basis then should a Council express itself? but above all we ask ourselves on the basis of which legislation a municipal council can consider such a request admissible without there being any formal deed filed and consequent project. One thing is the free and opportune, in our opinion, political discussion in the city council, with the expression of an opinion, always of a political nature, on the appropriateness or otherwise of an industrial settlement in an agricultural area that could seriously mortgage the future. entire economic development of the Municipality, it is quite another to give space to a request for a binding preventive opinion without having any project or investigation filed with the SUAP. It goes without saying that a request of this kind should be rejected in toto both from a formal point of view, and for the repercussions and economic / environmental consequences that a possible expansion project of this kind could have on the whole municipality and on future development. of the territory, already strongly tested by the presence of a cement factory in Vernasca and by the passage of hundreds of daily trucks on the roads of the Municipality ».

“We reiterate our total opposition to placing a plastic waste treatment plant of this size, larger for example than the Vanessa plant in Lugagnano (70 thousand square meters) or Conserve Italia in Lusurasco, in an area of ​​great agricultural and landscape value such as that of Fornace, destroying 100,000 square meters of very fertile land and dedicated to the cultivation of local and zero-kilometer agricultural products, near the Arda stream. A plant of this kind must be located in abandoned industrial areas which, among other things, our province is full of

We also reiterate that agricultural land, the territory and its characteristics are priceless nor can they be bartered with urbanization charges or with promises of any compensation works. No compensation can make up for the loss of soil, which once consumed is lost forever. We also want to underline that the hypothesized activity, the treatment and recycling of plastic waste, in a precious agricultural area not only at the gates of the medieval village, orange flag of the Touring Club and an important tourist destination, but surrounded by quality crops and wine, could bring a sharp decrease in added value to all farms in the area, not to mention the depreciation of all the properties in the surrounding area, the lack of connection to the aqueduct and sewer and the lack of suitable roads for the passage of many waste trucks. We therefore want to hope that the municipal administration, all, majority and minority, weighing the evident risks of hosting a plant of this kind on the territory of the municipality, if it decides to express an opinion in the Council about an expansion, will give it negative, without if and but, once and for all directing the development of the Castellarquato territory towards a sustainable and truly circular economy, based on the virtuous development of food and wine tourism, quality cultural routes, local agriculture at zero kilometer, wine production and certainly not creation of an industrial center for the treatment and recycling of plastic waste in the agricultural area ».
