It was the Minister of Public Administration Renato Brunetta who announced that smart working would be reduced to a maximum of 15%, after the approval of the decree that imposes the obligation of a green pass for all workers. Today came the decision of the Prime Minister Draghi who signed a special Dpcm.
This is the comment of Minister Brunetta: “With the signature of the Prime Minister Mario Draghi of the decree that stops agile work as an ordinary way of carrying out work in the Public Administration, the era of a new normality is opened and the framework started with the extension of the green pass obligation to the whole world of work: from October 15 public employees will return in the presence, and in safety. With a subsequent ministerial decree, I will provide specific operational indications so that the return to the offices is respectful of the measures to combat Covid-19 and consistent with the sustainability of the transport system “.
And on the agreement with Aran (Agency for the negotiating representation of public administrations) on smart working, the minister added: “It is not necessary because it will be contained in the guidelines of the approved decree, in the ministerial guidelines and the contract is already taken. in its fundamental lines from these guidelines “. Furthermore, said Brunetta, “I think it can be mature within a month and it is the first time that smartworking is regulated by a contract because what we had for 18 months was emergency and had no contractual basis”.
“The new smart working – concluded the minister – will be regulated on an IT basis. It will have structures, will have a dedicated organization by objectives, will have another condition, customer satisfaction, smart working is done to satisfy citizens and businesses, it must not be against citizens and businesses but to improve efficiency and productivity “.
The secretary Uilpa Sandro Colombi also spoke on the new Dpcm. “When there are decrees and norms, all you can do is fulfill – he said -, we would have liked this thing to be more systematic and in a moment of confrontation with the trade unions, to understand if the use of what is called smart working, which later became home working, had instead produced results that could allow us to say whether in some situations a fixed percentage could actually improve the quality of the service provided.
