Nine million and eight hundred thousand Italians escape the super green pass network. This is the estimate developed by the Public Service Department, processing Istat data with those collected by the staff of the extraordinary Commissioner at Covid, Francesco Figliuolo. This large slice of population, comparable to the overall inhabitants of Lombardy, remains off the radar of the second version of the green pass, which we remember, will involve employees of the public and private sectors and VAT numbers. In the meantime, however, the collection of signatures for a referendum to abrogate the green authorization is checked.
But who are the diehards, who are not forced by the new rules to get a swab or a vaccine? It starts from retirees to housewives. Added to this are the inactive, the no-vax and the ni-vax of the public administration, the undecided young people who do not work or go to school where there is no controlled access for students. Let’s see the numbers of the projection. Of the 3.2 million public employees, about 300 thousand will not get vaccinated because they are exempt for health reasons or because they are opponents of the syringe. In the private sector, it is estimated that out of 14.7 million workers, about 11,000 green passes will be issued. So 3.7 million employees will be without them. To the list must be added the inactive, that is, those who do not work are looking for employment. There are 13.5 million: for them, the estimate of green passes issued stops at 10.8 million. 2.7 million are left out. Then 2.3 million unemployed of which 500 thousand excluded from the extension of the green pass. Of the 13 million retirees, on the other hand, one million will not have a green card. Finally, for the 4.6 million young people between the ages of 12-19, the estimate of the green passes that will be issued is set at around 3 million.
The forecasts could be subverted perhaps in a positive way. Let’s not forget that many of the recreational and social activities are related to the presentation of the certificate. But even excluding the excluded, the government expects to be able to achieve community immunity by the end of October. In fact, without considering the effects of the latest decree, the projections of the extraordinary Commissioner say that by 15 October over 44 million individuals will have been subjected to a complete vaccination cycle (81.7% of the vaccinable audience, equal to over 54 million), while about 2.9 million (5.4% of the audience) will be waiting for the second dose. However, the new decree will shorten times and estimates. 80% of vaccination coverage will be anticipated at the end of September and by October 15, when about 23 million workers will be forced to vaccinate or dab every two or three days, it will be possible to reach 90% of immunized with at least one dose. The current numbers are more contained. 68.8% of the population have completed the vaccination course and 5.6% are awaiting a second dose. Overall, counting the single-dose and pre-infected who received a dose, 74.5% of vaccinable Italians are partially protected. Now, however, the new extensive provision will accelerate the vaccination campaign, which is already underway: in two days there has been a surge in bookings throughout Italy. Even in Sicily, a region that boasts the negative record of the lowest number of vaccinated people, a strong increase in attendance has been found in the vaccination hubs and bookings have doubled in all cities.
And yesterday a collection of signatures was announced for the referendum to abrogate the rules on the green pass. It is promoted by a committee composed, according to the website «referendumnogreenpass.it», by the Salerno lawyer Olga Milanese, by Luca Marini, professor of international law at Sapienza, and by Francesco Benozzo, professor of Romance philology at the University of Bologna. Among the promoters, also the journalist Carlo Freccero.
