“Freedom should not be invoked to escape vaccination, because that invocation is equivalent to requesting a license to put the health of others at risk and in some cases to endanger the lives of others”. From the President of the Republic, Sergio Mattarellacomes a harsh warning following days of protests and vaccine debates. For the head of state, those who pretend not to do so, “with the exception of those who cannot because of health, and to lead a normal life by attending work or leisure places, force all others to limit their freedom”. At the inauguration of the academic year of the University of Pavia, Mattarella spoke on the issue of health as a public good, underlining the “moral and civic duty of vaccination”.

And on threats which emerged in this period against doctors, scientists, journalists and people of the institutions, the President added: they are “alarming and serious phenomena that must be firmly opposed, even by sanctioning with due rigor”. The last to be targeted on social media by no vax groups was the national coordinator of Forza Italia, Antonio Tajani, victim of insults, which has reached the solidarity of politics.
The vaccination obligation
On the front of the majority, beyond the assumptions on the requirement of the serum – currently secondary – the only key to increasing immunizations remains the extension of the green certificate. On the subject in the last few hours, the signs of political agreement in the Government, awaiting the control room next Thursday, have already arrived. The leader of the League, Matteo Salvini, welcomes the proposal of the Green pass for state employees proposed by the Minister of Public Administration, Renato Brunetta: a measure that could be reasonable “for those who deal with the public”. And with the Democratic Party already in favor of expanding the pass (“it is the best way to avoid having to go back to closures and lockdowns,” says the Minister of Labor, Andrea Orlando), the head of the Five Star Movement, Giuseppe Conte, also adds to the chorus yes, while “the dry vaccination obligation – specifies the former prime minister – should instead be considered as a last resort”.
On the contrary, the secretary of the CGIL, Maurizio Landini, underlines that instead “the best solution is to adopt the vaccination obligation with a legislative measure. Using the Green pass, on the other hand, is a way to circumvent an issue that the Government and Parliament have not been able to resolve ». And it is these last two components that have to “take on the responsibilities of addressing these issues in measures without delegating to the parties”, he specifies. On the decree for the green passport – in view of the landing in the Chamber of the Chamber – the hypothesis that the Government can put trust by circumventing the risk of defections by some Northern League parliamentarians is becoming increasingly concrete. But you already look beyond. And the hypothesis of a new provision is becoming more and more concrete with which to extend the obligation to all those categories of workers in the sectors where the pass is already required, to local public transport drivers and – perhaps – also to passengers. Certainly also to state employees.
Regions that can change color
With Italy without color changes for at least a week (only Sicily is in yellow, the rest of the Peninsula is in the white band), the Government’s goal remains to reach 80% of the immunized vaccine audience by the end of September and gradually increase this percentage in October to avoid further closures. But a squeeze could arrive in some Regions as early as September: Sardinia and Calabria risk abandoning the white zone due to the high percentages on the occupancy of beds for Covid. At the moment the data are fortunately stable: 5,315 test positives identified in the last 24 hours and 49 victims in one day. On 259,756 swabs carried out, the positivity rate was 2%, compared to the previous 1.8%. In intensive care there are 572 people hospitalized for Covid (+3) throughout Italy and 37 entries were made in one day. Patients with symptoms in the ordinary wards are 4,216 (+12).
