Green light from the Council of Ministers al law decree with the new rules on the use of the Green pass. After restaurants, swimming pools, gyms, cinemas, stadiums and theaters, the government approves the new decree that makes it the use of certification is mandatory for school, university and long-distance transport. School and university: the obligation is triggered

The main novelty concerns the world of school. As stated in the draft of the decree all school and university staff, “in order to guarantee public health and maintain adequate safety conditions in the provision of the essential education service”, must have and exhibit the Green pass. This was stated by the Minister of Education, Patrizio Bianchi, at a press conference after the Cdm.


For the students are not required to have a green pass, however, the government intends to monitor the progress of the infections in more systematically and for this reason it has included in the green pass decree a school population screening plan (The Extraordinary Commissioner for the implementation and coordination of the measures necessary for the containment and contrast of the COVID-19 emergency prepares and implements a school population screening plan “) . Dad only in red zone or outbreak

The government’s goal is to secure the reopening in attendance from September for the institutes of every order and degree. School in the presence always, therefore, with the exception of red areas or outbreaks, governors or mayors will decide for distance learning. “The scholastic and didactic activities of the kindergarten, of the primary school and of the secondary school of first and second degree are carried out in the presence”, reads the text. “The Presidents of the regions and autonomous provinces of Trento and Bolzano and the Mayors, may derogate, for specific areas of the territory or for individual institutes, exclusively in the red or orange zone and in circumstances of exceptional and extraordinary necessity due to the onset of outbreaks or the extremely high risk of spreading the SARS-CoV-2 virus or its variants in the school population “. In any case, the measures must be “justifiably adopted after consultation with the competent health authorities and in compliance with the principles of adequacy and proportionality, in particular with reference to their scope of application”.

Transport: pass from 1 September

“The provision approved by the CDM introduces the green pass for means of transport. Not for everyone, but for long distance ones“announced at the end of the meeting of the Council of Ministers, the Minister of Sustainable Infrastructures and Mobility, Enrico Giovannini. In particular, he added, the green pass” will be mandatory for air, ship and ferry flights for interregional transport – with the exception of those between Messina and Reggio Calabria which are in fact local public transport – on trains intercity, intercity night and high speed passengers on buses used to transport people continuously and periodically on a route that connects more than two regions “. Upon recovery, the demand for local public transport could be 20% less than in the period before Covid. To all this, the minister concluded, are added the resources to support the plans of local public administrations.


There is no specific rule in the provision but the CDM has confirmed what has already been foreseen: customers who want to access restaurants and bars indoors within the structures they will not have to use the green pass. For the wellness centers of the hotels, however, the pass will be used as established by the July decree.
