The Senate passes the conversion into law of the Sostegni bis decree: 40 million for used cars, 200 for the most popular cars with emissions between 61 and 135 g / km of CO2. Here’s how much discount you are entitled to
The Sostegni bis decree which contains the refinancing of car incentives and Eco-bonuses has become law. The measure, after being passed to the House on July 14, was voted in the Senate: the confidence placed by the government passed with 213 yes, 28 no and one abstention. It was the last act for the temporary rule dismissed by the Council of Ministers to become law. The deadline for voting was July 24th. The law is worth a total of 40 billion euros. Of these, 350 million are earmarked for auto incentives and are valid until December 31 of this year. The financing of the incentives, as already happened three times last year, did not enter the first writing of the measure of Palazzo Chigi but arrived as an amendment of parliamentary initiative.
How the funds are divided
Here is how the money contained in the law is divided: 200 million euros are allocated to the purchase or financial leasing of new cars with emissions between 61 and 135 grams of CO2, i.e. cars with small displacement heat engines, mild hybrid and full hybrid; 60 million euros go to refinance the Ecobonus (purchase or leasing) for cars with emissions between 0 and 60 g / km of carbon dioxide, therefore 100% electric and plug-in hybrids; 40 million euros for the purchase of Euro 6 approved used cars with the simultaneous scrapping of an old vehicle; 50 million for the purchase or finance lease of vans and vans within 3.5 tons.
What discount you are entitled to
Here is the amount of the per capita contributions per vehicle category, remembering that the total discount mentioned below is the sum of the state incentive and the discount applied by the dealer:
0-20 grams of CO2: for the purchase of an electric vehicle, you are entitled to 10 thousand euros of Ecobonus in the event of scrapping of a vehicle that is more than 10 years old and is approved between Euro 0 and Euro 4; 6 thousand euros without scrapping. Maximum price of the new 50 thousand euros plus VAT;
21-60 grams of CO2: for the purchase of a plug-in hybrid you are entitled to 6,500 euros in case of scrapping; 3,500 euros without scrapping. Maximum price of the new 50 thousand euros plus VAT;
61-135 grams of CO2: for the purchase with scrapping the discount is 3,500 euros;
used cars 0-60 grams of CO2: 2 thousand euros with scrapping;
used cars 61-90 grams of CO2: 1,000 euros with scrapping;
used cars 91-160 grams of CO2; 750 euros with scrapping.
As for used cars, the average market price must not exceed 25 thousand euros. The car to be scrapped to access the contribution must have been registered by 31 December 2010 or, at the time of purchase, it must be over 10 years old from registration and must be owned by the buyer or a family member who has lived with him for at least 12 months (this rule applies in all cases of incentive for scrapping).
When will the money run out?
If the refinancing is certainly good news for the automotive sector, it should also be considered that the 200 million part for cars between 61 and 135 grams / km, the most popular on the Italian market, will hardly last until 31 December. The previous tranche of 250 million, contained in the financial 2021, was sold out last April in 69 working days at the rate of 3.623 million euros. In the event that some dealers or manufacturers have “anticipated” the incentives in the period in which they were exhausted, and that perhaps in August the salons will be open like last year, it is easy to predict that the fund for 61-135 will end quickly. , long before December 31st.
