From 7 April a partial return to school for students. The Draghi government is preparing the reopening for all, while the summer recovery plan is being built.
Since 6 April nine regions are in the red zone, these are Calabria, Campania, Emilia Romagna, Friuli Venezia Giulia, Lombardy, Piedmont, Puglia, Tuscany, Valle d’Aosta. All the others are placed in the orange area.

As required by the decree law of 1 April, in the red area you can return to school but only partially, that is, up to the first class of the lower secondary schools. For all the others, the lessons continue at a distance. In the orange zone, lessons are held in the presence of up to the third grade of lower secondary schools, 50 to 75% higher in attendance.

On-site laboratory activities are always guaranteed, as are lessons for students with disabilities or Bes. The same decree provides for the limit for the Regions to be able to decide the closure of schools, except “in cases of exceptional and extraordinary necessity due to the presence of outbreaks or the extremely high risk of spreading the SARS-CoV-2 virus or its variants in the school population. The derogation measures are justifiably adopted after consultation with the competent health authorities and in compliance with the principles of adequacy and proportionality, also with reference to the possibility of limiting their application to specific areas of the territory “. Derogation ‘exploited’ by the governor of the Puglia Region, Michele Emiliano, who, with an ordinance of 4 April, has prepared integrated digital teaching chosen by families until 30 April.
Prime Minister Draghi is not satisfied with the return for a few from Wednesday and aims to reopen for everyone. The real recovery will be planned in the coming weeks with the aim of expanding school openings to secondary school students as well.
In the meantime, the summer plan of the Minister of Education, Patrizio Bianchi, is being built. A few days ago a meeting with the Regions, the Anci and the Upi to give shape to the project, with a first provisional calendar of activities: in June, recovery of learning, in September hospitality and in the months of July and August socialization and recreational aspects . Funding to each school will be disbursed on the basis of the number of students and, according to the estimates and simulations of the Ministry, the average disbursement to each institution would amount to 18,000 euros.
